On Sunday, May 11, 2019, Catahoula Parish Sheriff’s Deputies received information about a vehicle dropping narcotics and contraband outside of the Catahoula Corrections Center.  A small plastic bag containing a green leafy substance with the smell of marijuana, a plastic bag with a white powder substance that appeared to be meth, five small pink and blue pills suspected to be ecstasy, two vials with a brown liquid substance that could be TCH and two cell phones were found.
Deputies stopped a black ford truck being driven by Kenya Carter; 30 years old of Baton Rouge.  Ms. Carter was placed under arrest and transported to the Catahoula Parish jail for booking.
Four minor children were in the vehicle with Ms. Carter ranging from ages of twelve years old to four months old.
The children were transported to the CPSO and turned over to OCS (Office of Child Services).
On another call Sunday morning, a vehicle was reported stolen in the Jonesville area. Later in the day the vehicle was located on Elm Slough Road.  The driver, suspected to be Donald Higginbotham, fled the scene on foot. 
Higginbotham is a 21-year-old white male whose last known address was in Harrisonburg.
He was last seen running through a wooded area near Sandy Lake.
